It applies to the item price, any shipping you charge the buyer, and any gift wrap charges. And unlike fulfillment fees that changed twice in 2026, referral fees have been frozen since January 2024.
That stability makes the referral fee the one predictable element in an increasingly complex fee structure. It also makes category choice a permanent margin decision. The rate you pay on day one is the rate you pay indefinitely until Amazon changes it.

How to Calculate Your Amazon Referral Fee
The referral fee formula is straightforward but has one detail most sellers get wrong.
Referral Fee = Total Sale Price × Category Rate
Total sale price is not the item price. It is item price plus any shipping charged to the buyer plus any gift wrap charges. Sales tax is excluded.
A $25 item with $5 shipping in Home and Kitchen:
Referral fee = ($25 + $5) × 15% = $4.50
The same seller modeling fees on item price alone:
Referral fee = $25 × 15% = $3.75
$0.75 per order margin leak from using the wrong base. At 500 orders per month: $375 per month in margin that was not accounted for.
FBM sellers who charge shipping are the most affected. FBA sellers with Prime free shipping calculate referral only on the item price because no shipping is charged to the buyer at checkout.
Minimum referral fee: Most categories have a minimum of $0.30 per unit. If the calculated percentage produces a fee below $0.30, you pay $0.30. A $1.50 accessory in a 15% category calculates to $0.225 but pays the $0.30 minimum. Effective rate: 20 percent on a $1.50 item. Products priced below $2.00 in most categories pay the minimum regardless of category rate.

Tiered Categories – How to Calculate When the Rate Changes
Several categories use tiered referral fees where the percentage changes based on selling price. The calculation on tiered categories is not just the rate at your price point. It is a blended calculation on the portion of the sale price within each tier.
Jewelry example: A $400 necklace.
First $250 at 20%: $250 × 20% = $50.00
Remaining $150 at 15%: $150 × 15% = $22.50
Total referral fee: $72.50
Effective rate: $72.50 ÷ $400 = 18.1%
Not 20 percent. Not 15 percent. A blended 18.1 percent because the tiers apply to portions of the sale price, not the whole amount.
Clothing example: A $22 item.
The entire $22 is in the over $20 tier, so the rate is 17% flat.
Referral fee: $22 × 17% = $3.74
But a $19 item:
The entire $19 is between $15 and $20, so the rate is 10% flat.
Referral fee: $19 × 10% = $1.90
The difference: $3.74 versus $1.90 on a $3 price difference. The $20 price threshold in Clothing is one of the most impactful pricing boundaries on Amazon. A product priced at $20.01 pays 17% on the full amount. A product at $19.99 pays 10%. That $0.02 price difference saves $1.40 in referral fees per unit.
Health and Personal Care: The 8% to 15% tier switches at $10.
An $11 product pays 15% on the full $11 ($1.65).
A $9.99 product pays 8% on the full $9.99 ($0.80).
Difference: $0.85 per unit. At 1,000 units per month: $850 per month from a $1 price decision.
Pricing Floor by Category – The Minimum Price to Break Even
The referral fee creates a category-specific pricing floor. Below that floor, every unit sold loses money before COGS and fulfillment are counted.
Pricing floor formula:
Minimum Price = (COGS + FBA Fulfillment Fee + Fuel Surcharge + Inbound Shipping) ÷ (1 minus Referral Fee %)
Example: product with $6.00 COGS, $4.30 small standard fulfillment fee, $0.15 fuel surcharge, $0.50 inbound shipping. Total costs: $11.00 (rounded for simplicity).
At 15% referral (Home and Kitchen): $11.00 ÷ 0.85 = $12.94 minimum price
At 8% referral (Electronics): $11.00 ÷ 0.92 = $11.96 minimum price
At 17% referral (Clothing over $20): $11.00 ÷ 0.83 = $13.25 minimum price
The Electronics seller can break even at $11.96. The Clothing seller cannot break even until $13.25. The same product, the same costs, two different pricing floors based purely on category.
Category choice as a margin decision: When a product legitimately qualifies for multiple categories, the referral fee difference can be worth $0.50 to $2.00 per unit. A tech accessory legitimately classifiable as Electronics (8%) versus Electronics Accessories (8%) versus Home and Kitchen (15%) should be in the lowest-rate legitimate category. Misclassification to access a lower rate violates Amazon policy and risks listing removal.
Referral Fee Refunds on Returns – What You Actually Get Back
When a customer returns an item, Amazon refunds the referral fee you paid minus an administration fee.
The administration fee Amazon retains is 20 percent of the referral fee or $5.00, whichever is less.
Example: $29.99 sale in Home and Kitchen, 15% referral fee = $4.50 paid on the sale.
On return: Amazon refunds $4.50 minus 20% ($0.90) = $3.60 refunded.
You keep: $0 (item returned, sale reversed)
Amazon keeps: $0.90 administration fee
At a 10 percent return rate on 500 units per month: 50 returns. Amazon retains $45 per month in referral fee administration charges on top of the returns processing fee.
The returns processing fee (equal to the FBA fulfillment fee on every return in free-returns categories) is a separate charge that does not involve the referral fee refund. Both costs apply simultaneously on every return.
